Everyone says to stay on the water here, where its safe. I.e. where everything is overpriced and you are constantly heckled. Yes, it is definitely safer to stay here but do not make the mistake of not working your way over to the local markets and down the main road during the day...the vibrant, real and alive part of the city.
No matter what though, go scuba diving.
